What I wrote for the "characters" section was meant ot only for RHGs/Duelists. Regarding your example, I'd have to look into it. Blindly, I can only say that if he has a relevant part in a long-running serie (which means, multiple animations), there won't be any problems
Seeing as after the post I received no suggestions, I decided to post my own
In my opinion, this wiki has to deal with certain difficult topics, which at the moment I can group in the following:

1- WHICH CHARACTERS DESERVE THEIR OWN PAGE
Biggest problem (at least, back when I was active) was that a lot of pages were made about characters that absolutely no one knew about. Most of the times it was characters added by the creator themselves and were more akin to a fanficiton being posted
Now, what I propose are guidelines that which should filter which characters deserve to be registered and which not. Because we cannot discriminate completely in terms of quality, I propose the following:
-the character has appeared in multiple animations, BOTH in the creator and non-creator animators' works
-the character is known by multiple people, is quite famous by itself (bonus points if it has been featured on the official channels)
-the character is a staple: it helped shape the genre, people looked at it as a source of inspiration for their own
-the character has been developed properly: in the animations in which it is shown, a viewer comes to known about his (canonical) powers, backstory, personality and so on
-the character is animation-driven: its story can be traced more through animations than through written posts
This said, if the following chart is accepted, then all the pages that do not respect it should be eliminated. This includes ESPECIALLY certain pages that I myself curated (which I recognize they shouldn't have been created in the first place)
2- WHICH CLANS DESERVE THEIR OWN PAGE
Since it is closely related to the previous point, the chart I propose has been developed from the previous one:
-the clan counts multiple animations and collaborations under its belt (note: not the members, but the clan itself)
-the clan is known by multiple people, is quite famous by itself (bonus points if it has been featured on the official channels)
-the clan is animation-driven: its story can be traced more through animations than through written posts
A little point though: members' characters do not deserve singular pages unless they fall by themselves in the previous points. The reason is that while a clan may be famous, certain members of it may be not. To put it bluntly, if tomorrow I join Nemesis and I don't do jack shit, then the character I created has no reason to get his own page
3- WHICH ANIMATIONS/GAMES DESERVE THEIR OWN PAGE
I thought about this when I discovered that someone made an entire page for a never-seen-again character from a Stone's game. Again, the basic idea is, as shown in the clans' section, that singular character of certain animations/games deserve the page ONLY if their influence extends outside of the particular animation/game and this influence is shown through their presence in other animations/games
I can also not put a chart in here, the gist of my lines can be deduced from the previous ones

The work to do is a lot, at least from what I remember from almost 2 years ago. I didn't follow the situation because of personal reasons, if anyone can update me on what happened I'd be glad
Most importantly, I'm pretty sure there are a lot of problems: if you have some suggestions regarding the site, I'd gladly like to hear them
Time has passed, but let's try again
Some articles may have been protected, meaning that only a few people can edit them. This was done because they're about fairly popular characters/animations and most of the time people vandalized them
